INVITATION


Allow us to invite you to participate commercial public tender (the “CPT”) under Section 281 et seq. of the Act No. 513/1991 Coll. Commercial Code (CC). Submission of the Bids shall take place in Proebiz system by form as follows:

1st round: Submission of documents /Closed envelopes
2nd round: electronic auction. Date of electronic auction will be defined after evaluation of the Bids from the 1st round

The Tender conditions are attached in part "Annexes".

If interested, study the listed section below and fill in the Application which can be found in the part Registration of this Invitation.

After filling in the Application, where you choose your and user name and password, you will be sent a ten figure entrance password in accordance with the time schedule. Upon receiving this you will have access to the electronic auction hall at the address https://seas.proebiz.com.

Entry round runs from 12.01.2017 3:30 PM till 03.05.2017 12:00 PM.

Verification round
Verification round runs from 03.05.2017 12:00 PM till 15.10.2017 12:00 PM.

Note: In the Entry round the eAuction hall for entering the bids will be unlocked. Each participant will only be able to see his own bids. In this round the participants may change their bids and optional conditions arbitrarily.
The Check round is intended for checking of the submitted bids by the promoter. It is not possible to change the bids by the participants in this round.
In the Auction round during #kolo3_delka# all the participants will be able to see the minimum bid for each item. Individual participants may lower their bids for a period of #kolo3_delka#. Any new bid for any item cannot be equal to the actual minimum bid for the item.


Minimal bid decrement in auction
The minimal allowed bid decrement is 0.10 %.
(Minimal bid decrement is compared to actual the minimum price of an item in the eAuction hall.)

Maximal bid decrement in auction
The maximal allowed bid decrement is 50.00 %.
(Maximal bid decrement is compared to to actual best bid for the item.)

Time extension in auction
#kolo3_nazev# will be extended by #kolo3_p_o# #kolo3_p_podminka# during last #kolo3_p_zmena#.

Validity of the keys
Validity of the cipher key expires in 30 days after the eAuction ends. It will not be possible to log into the eAuction hall beyond this time using this key. Please make sure to print your eAuction protocol and history without delay when the eAuction is finished.

The promoter has the right to cancel or to extend the eAuction.

INSTRUCTION FOR USE


TECHNICAL SPECIFICATIONS OF eAUCTION’S SOFTWARE PROEBIZ
Firstly, your computer must have access to the Internet. We advise you to use one of the following web browsers:

- Microsoft Internet Explorer verze 11.0 and higher (http://microsoft.com/ie)
- Mozilla Firefox 13.0 and higher (http://firefox.com)
- Google Chrome (http://google.com/chrome)

Then, you need to have Adobe Flash Player installed (http://get adobe.com/flashplayer), have always enabled the popup windows, javascript and cookies in browser (http://proebiz.com/en/support).

HOW TO SIGN IN TO THE "ERMMA"
General procedure for completing Registration and information on how to work with the eAuction hall will be displayed after clicking on this link.

HOW TO GET INTO THE eAUCTION HALL
To get into the eAuction hall, use the URL link (web address) under the heading ‘INVITATION’ in this invitation. When you click the link, the web browser will open a new window on the eAuction’s address of the promoter. You will be asked to enter login, password (created by yourself during registration) and key (you will receive by e-mail from administrator). If you entered the data correctly (password and key are hidden), the eAuction hall will load. It is possible to copy the key (using Ctrl+C on your keyboard) from e-mail and then paste it to the relevant frame (Ctrl+V). It is not possible to enter the eAuction hall before the start of the tender (dates are set in Invitation)
If you have problems, please contact the administrator as soon as possible. The administrator’s contact details can be found under the heading ‘CONTACTS’.

HOW TO LOG OUT FROM eAUCTION HALL
To logout click the button LOGOUT in the right corner of the eAuction hall. If you just close the browser window, it will be possible to sign in again after 1 minute or more.

WHAT YOU CAN DO DURING ENTRY ROUND
You can enter your bid and any optional conditions. This round allows you to try out and see how the eAuction system works. Please take note of the countdown timer. This reloads every 5 seconds if the time to the end of the round is less then 24 hours. If the counter does not reload every 5 seconds, it means you were disconnected and you need to reconnect (use F5 key).

In this round you shall enter the initial bids. IT IS NECESSARY TO CONFIRM EACH OF THE SUBMITTED BIDS BY PRESSING ENTER! . It is possible to change and edit all bids and optional conditions arbitrarily during this round. You will see only your bids. After you click on the underlined item, you will be able to view additional information about this item (including any pictures, attachments, etc.).

You can enter optional conditions after clicking the relevant row in the right column (if no value for the condition is entered, the word Change will be visible or the field is blank).

What can you do during VERIFICATION ROUND
This round is dedicated to the promoter. Usually it is used for revision and checking of
the submitted bids, revision of qualification requirements, testing of the product samples.
The participants are not allowed to change their bids in this round. In case there is an error that needs to be corrected, this is done by the administrator.

WHAT YOU CAN DO DURING AUCTION ROUND
During auction round you can only decrease (Purchasing eAuction), or increase (Buying eAuction) your bids.

The new minimal bid of any item cannot be equal to the actual minimal bid.

During the eAuction please observe following:
time left to close - confirmation that you are connected to the eAuction system
In case the time stops, press the F5 function key on your keyboard to reload the screen.
communication with the administrator - the tool for communication with the administrator. Here you can send and receive on-line messages to/from the administrator.

All the events during the online eAuction are recorded in history. All actions are recorded each second. When the eAuction is finished, you can view the history and protocol about your participation in the eAuction.

Auction round is usually extended. You can find more details about extension in the part SCHEDULE.

Due to technical reasons connected with the functioning of the Internet system, we do not recommend waiting for the last moment to insert prices into the eAuction hall during the current round. This is because these submitted values might not arrive in time to the system server, for example, due to a slow Internet connection caused by the response from the web browser of the particular operational system. Bids in the final 5 seconds consequently might not be automatically accepted in the auction system.

PLEASE CONTACT THE ADMINISTRATOR IMMEDIATELY IF YOU HAVE ANY DIFFICULTY DURING THE ON-LINE AUCTION. THE ADMINISTRATOR’S CONTACT DETAILS CAN BE FOUND UNDER THE HEADING ‘CONTACTS’
